ALLOTMENT
OF MCH BUILDING
HCHW
started lobbying with government in order to
sustain its efforts for the cause and to mobilize
support. HCHW was able to convince the Municipal
Corporation of Hyderabad and thus a government
building was allotted for running Shelter Home
of HCHW in 1995. Soon, the home was shifted
from rented building to MCH allotted building
at Masab Tank. The MCH allotted its building
free of cost for a tenure of two years. In these
two years, the team of HCHW has established
a very good rapport with the officials of MCH,
HCHW continued its lobby with MCH in order to
get the extension of the building for a further
period.
Indeed
the officials of MCH were convinced to extent
the building in favor of HCHW. However, there
was objection and resistance from the local political
leaders afraid of losing the building forever
to HCHW. Moreover, the officials of MCH have realized
and bodies children staying over there i.e., the
local leaders could exploit the inmates. Thus,
MCH provided an alternate building in the outskirts
of city and Shelter Home was shifted from Masab
Tank of Akbarpura, Tolichowki, However, HCHW has
been the only organization to have been allotted
a Government building in Hyderabad's for running
Shelter Home for children.
ENROLLING
CHILDREN IN SCHOOLS
While interacting and working with children on
streets and in Shelter Home, HCHW nurtured a dream
that these children from streets join schools.
HCHW succeeded in realizing this dream in a small
terms way back in 1994 and 1995. The results so
achieved could not sustain for long. Soon HCHW
realized that it is difficult to keep the interest
of education alive in these children.
The
team of HCHW was successful in motivating few
children and enrolled them in the Schools seeking
formal education. For the first ten to fifteen
days, the school atmosphere was very attractive
to these children as they were wearing new clothes
as school uniforms, bags on their back, put on
new shoes and belt. All these things made them
to feel encouraged and energetic with lot of enthusiasm
in them. As the days have passed on, these children
have been distracted and slowly there were dropouts.
Immediately,
HCHW made a detail analysis and it has observed
that these children who have joined the schools
seeking education found back at their shelter
with an influence and peer pressure of other children.
On the other hand, these children after coming
back home, have to prepare and get ready for the
next day, while other children would enjoy a lot
watching television, enjoy playing games, more
so having money in their hands to fulfill their
desires and so on.
As
a result, these children tend to get distracted
a lot and slowly lose interest in education. HCHW
has decided to separate such (who respond for
formal education) children from the Shelter Home
and Keep them in an exclusive home.
Thus,
took the genesis of Second Home in 1997 which
is popularly known as Home II. True to its name
this Shelter Home serve as a Second Home as it
is an exclusive home for school going children
seeking formal education in regular schools. It
is basically started to concentrate on the children,
free from the influences of street elements.
HCHW
had to face a lot of reluctance from the management
of schools, as they were not keen in getting these
children admitted into their schools. HCHW continued
its efforts in convincing school managements even
though lot of schools have denied admissions;
few other schools who were convinced with the
same were still reluctant and there were also
resistance from the parents of other children
who were studying in the same school.
Neo
Holy Fatima school at Towli Chowki was the first
school to come forward in order to extend an opportunity
to these children. The Secretary of Neo Holy Fatima
school expressed his desire to meet the children
once before enrolling them into school. The team
of HCHW took fifteen children in a big three wheeler
auto (owned by HCHW at that time) without realizing
its implications. The Secretary of the school
has interacted with the children and quite impressed
with their response. He further reiterated its
commitment to enroll the children into his school
and suggested the Director. HCHW to meet the next
day in completing the formalities related to the
admission of children.
On
the next day, the Director of HCHW visited Neo
Holy Fatima School, Towlichowki in order to complete
denial for the admission in their management.
To his surprise and great astonishment, the secretary
expressed denial for the admission of these children.
The Secretary further reiterated that some of
the parents of the children studying in the school
have witnessed these children barefoot without
their chappals. Further, they have come to know
the background of these children (as they all
climbed down for a huge three wheeler). As such
they are objecting the admission of th4se children
into the school and made it clear that they will
take away their children if these children are
joined in the school.
It
was already the mid of August, the time by when
admissions would be completed in all other schools.
There has been no other alternative and as such
all hopes were centered around Neo Holy Fatima
High School management further and some how convinced
the management to admit the children in their
school. During the process, it was realized that
the school management was purposely delaying the
process so that the other parents have no other
option but to continue their children’s
education in the same school.
In
this way, these 15 children have been admitted
into Neo Holy Fatima School in the month of September.
Simultaneously the management of other schools
were also started admitting these children into
their schools. Today, it is remarkable to see
these children competing with children of doctors,
engineers, bank officers as well as other elite
people in the society in proper uniform with books,
bags etc., it is difficult to differentiate our
children with the rest of the classroom.
LAUNCHING
CHILD LINE IN HYDERABAD
HCHW through its Street Presence Program (Contact
Points and Help Line) was able to reach out to
a larger number of children, but only during the
daytime. It was found that these children face
a lot of abuse and exploitation and hostilities
in the night. Hence the need for the activity
ways felt to be required as 24 hrs programme.
This was indeed a challenge for HCHW ands in order
to cater to the need, Mr. Mohd. Rafiuddin and
Mr. Raja Shekhar visited Tata Institute of Social
Sciences, Mumbai to study the Child Line project,
its functioning and working modalities in the
city of Mumbai. After studying the nitty-gritty
of the project, they had decided to initiate it
in the city of Hyderabad, this was however a Herculean
task involving the mobilization of support from
the Government. They had to rigorously lobby with
Department of Police, Telecommunications as well
as Women Development and Child Welfare.
Thus,
HCHW launched a 24 hours round-the-clock toll
free telephone service entitled Child Line 1098
in Hyderabad functional from 15th August 1998
onwards. It was started with the active support
and collaboration with the Departments of Police,
Telecommunications as well as Women Development
and Child Welfare to help the children living
on streets and in other difficult circumstances
by protecting them and rescuing them against threats,
abuse, exploitation and so on while extending
other facilities of shelter, medical care, repatriation
etc.
The
Department of Police allocated a separate room
in the premises of police Control Room to operate
Child Line. Later HCHW involved three more NGO's
working with children in Hyderabad as Support
Organizations (SIDU, Divya Disha and URGES –
India).
A
team of seven Crisis Managers appointed by HCHW
used to work in three shifts, making the Children
Line function round-the-clock. All the calls received
through Child Line sued to be properly documented.
The Department of Police had deputed women and
men Police Constables to assist the Crisis Managers
of Child Line. The Deputy Commissioner of Police
was deputed as the Nodal Officer to ensure support
from the Police department and its counter parts.
An
unique experiment that proved to be quite successful
and later replicated by other NGO's in other cities
was the involvement of rehabilitated boys as Crisis
Manager. They were formed to be very effective
in understanding the situation of children (listened
over phone call) beyond what the child conveys
thus going prepared and eventually tackling the
situation in a much effective manner than compared
to other graduates.
The
services under Child Line include shelter care,
repatriation of children with their families,
medical emergencies/care, security, counseling,
legal aid, protection from abuse and exploitation,
rescue and relief services. In few months, child
line has gained good response from children living
on streets and in other difficult circumstances
by its invaluable services not only in Hyderabad
but also in other cities of India. In fore seeing
the efforts of Child Line, the Government of India
has taken up this gigantic task under its care
on the banner “Child Line India Foundation”.
With
causing of Child Line India Foundation into the
picture, the programme become more of a sort of
ego centered losing the focus from children. At
such a juncture HCHW found uncomfortable and did
not see the meaning in continuing with it. As
such it was handed over to Child Line India Foundation.
However, today HCHW can take all the credit for
gifting the children of Hyderabad a facility such
as that of Child Line. However, today HCHW can

PROBLEM
ANALYSIS OF POLICE DOST CAMPAIGN
There were times when our shelter homes would
be ransacked and the elder children taken away
by the police officers every time there was a
theft or any other anti social activity in the
vicinity of the locality. This would lead to a
total chaos in the home and the younger lot would
go helter-skelter and there by run away from the
home. And we would have to redirect all efforts
in getting them to the home, which of course would
take a while. The reason for this to happen was
that some policemen had a notion that street children
are thieves and they would remain to be so. HCHW
had to literally lobby with the department of
Police for years together with the hope for betterment
in the situation.
In
order to avoid the rift between children and police,
HCHW launched “Police Dost Campaign”
on 18th November 1998 during the first Children’s
Carnival. Mr. R. Sukumara, IPS, the then Commissioner
of Police has been invited to launch the Campaign,
Police Dost Campaign, the brain child of HCHW,
is an unique and creative innovation that aims
to harmonize the relationship between children
and police by bridging the gap between them. It
attempts at bringing a change in the thinking
and attitudes of both groups towards each other
and promote police to perform their functions
of protection more positively with a human face.
Police
Dost Campaign includes number of sensitization
programme's, training programme's, interaction
programme's etc., for police personnel of different
zones to help them in understanding the needs
and problem of children on streets. This programme's
will help in developing efficient strategies of
approach and tackle such children in a more friendly
manner, which does not violate their rights and
develop fear psychosis among children living on
streets.
PROMOTION
OF SHGS IN URBAN SLUMS
Self Help Group, which was a successful intervention
in particularly rural areas were not properly
tapped by Government and non-government sectors
earlier. That’s where HCHW has excelled
in promoting Self Help Groups for the first time
in Urban Slums of Hyderabad with primary focus
on the socioeconomic development of women. Another
challenge was to stop discrimination against girl
child and emphasize on their enrollment in schools.
Girl children in slum areas are generally deprived
of basic amenities. HCHW has been working towards
elimination of discrimination of girl children
in this areas. HCHW has been extending its support
towards promoting Girl Child Education, enrolling
of girls into regular schools, sponsoring school
fees and providing free text books and notebooks.
SEEKING
SUPPORT FROM CIVIL SOCIETY
HCHW has achieved remarkable support from civil
society for its cause and concern. The innovative,
creative and result oriented initiative and inventions
have got acclaims in the social circle. HCHW has
been successful in instilling the Corporate Social
Responsibility (CSR) among many business houses
so as to make them a part of its social work.
ESTABLISHING
CREDIBILITY
HCHW started working without any written project
or funding resources. Secondly, the founders being
very young at age as well as look at the time
of inception, it was indeed a challenge to establish
the credibility. The image of students associate
with them and looking at HCHW as a result of their
enthusiasm, was making people difficult to accept
its sustenance for long.
As
days passed by, the need and necessity while directly
working with the target group has resulted in
evolving new interventions and strategies which,
gradually, over a period of time has took the
shape of a complete full-fledged project. Secondly,
since inception, HCHW started working informally
without any systems and practices, but over a
period of time, the need and urge to grow as an
effective, accountable, transparent, committed
and professional organization with credibility
has infact enabled it to become formal and system
oriented. Today, HCHW function within the systems,
practices and procedure.
HCHW
has complete documentation, monitoring and evaluation
systems, the accounting and financial management
is computerized; the day-to-day functioning is
administered by governing policy; the detailed
accounts and administrative manuals are under
process. Apart from this, the learning experiences,
expertise and commitment on part of the individuals
associated with HCHW in different capacities has
widely enhance.
